‘포스트팍티쉬(postfaktisch)’ 정치와 대안적 진실을 넘어: 정치적 포퓰리즘과 독일 이주문제

Abstract

본 논문은 포스트팍티쉬 정치와 대안적 진실로 대변되는 작금의 독일에 만연한 정치적 포퓰리즘과 독일의 이주문제의 상관성을 분석하여 독일정치와 정당체계의 변화에 대한 구체적인 함의와 시사점을 찾고자 한다. 이주와 이주민에 대한 독일인의 부정적인 인식과 태도의 증대, 외국인에 대한 혐오와 자국 우선주의를 앞세우며 이민 및 난민에 대한강력한 반대정책을 전면에 내세우는 극우주의와 연관되어 논의되고 있는 포스트팍티쉬 개념을 중심으로 본 논문은 독일대안당의 급부상을 이주문제와 연계해 살펴보고자 한다. 또한 독일대안당이 선거 공간에서 자신의 존재감을 드러내는 방식과 자신에게 유리한 환경 변화를 전략화하여 감정정치를 정치적으로 동원하는 과정에 대해 면밀하게 살펴보고자 한다. 극우주의 정당의 부상을 경제적 위기의 연관성 속에서 정치・사회적 갈등요인들이 부각되면서 불안 심리에 대한 대안으로서 보는 기존 연구와는 달리, 본 논문은 독일대안당의 부상과 급성장의 원인과 배경을 최근 독일사회의 가장 중요한 사회문제로 우선순위를 차지하고 있는 이주문제를 연계하여 분석해보고자 한다.

This paper attempts to analyze closely the emergence of the German alternative party in connection with the issue of migration beyond ‘postfaktisch’ politics and alternative truths. Focusing on the concept of ‘postfaktisch’, which is discussed in connection with the increase in the negative perceptions and attitudes of migrants, the dislike of foreigners and their own priorities, and the implications of extresm with a strong opposition to migration and refugees, this paper examines the emergence of the German Alternatives in connection with the issue of migration. This paper will look also at the way the German alternative party reveals its presence in the election space and the process of political mobilization of emotional politics in the process of strategizing environmental change. In contrast to the previous studies that see the emergence of extreme right parties as an alternative to anxiety due to the emergence of political and social conflicts in the economic crisis, this paper examines the causes and backgrounds of the emergence of the German alternative party in connection with the issues of migration, which are currently the most important social issues in German society.
