2017 경제자유화지수(IEF)에 관한 비판적 고찰: 신뢰성 및 타당성 검증을 중심으로

Abstract

본 연구의 목적은 Heritage 재단에서 2017년 2월에 발표한 경제자유화지수(IEF)에 초점을 맞춰 타당도 및 신뢰도 분석을 통해 문제점을 도출하고 향후 IEF의 타당도 및 신뢰도 제고를 위한 고려사항을 검토하고자 한다. 2017 IEF 분석결과, IEF 모형의 타당도 및 신뢰도 측면에서 문제를 나타내고 있다. 법적환경, 정부규모, 규제효율성, 시장개방은 타당도 분석에서 단일차원성과 집중타당성, 그리고 판별타당성과 같은 구성개념타당성, 기준타당성이 낮게 나타나고 있다. 또한 2017 IEF 모형검증을 위한 고차요인분석결과에서 IEF 모형적합도가 낮게 나타나고 있다. 더욱이 측정모형에서 조세부담, 정부지출, 재정건전성, 노동자유, 화폐자유, 무역자유 등의 측정오차가 높게 나타나고 있어 IEF 모형과 자료가 잘 부합되지 않음을 보여주고 있다. 이러한 분석결과를 기초로 본 연구는 향후 개선된 IEF 개발을 위한 고려사항을 검토한다.

The purposes of this study are to examine the validity and reliability of the 2017 Index of Economic Freedom (IEF) and to make suggestions for improving the IEF. The principal component analyses reveal that the constructs of rule of law, government size, regulatory efficiency and market openness factors have low convergent, discriminant and criteria-related validity. Furthermore, the higher order factor analyses indicate that the fit indices of the IEF model are low. In the measurement model, tax burden, government spending, fiscal health, labor freedom, monetary freedom and trade freedom have high measurement errors. The results suggest a bad fit to the data. Based on these findings, this study discusses some considerations to improve the IEF.
