- Abstract
- 이 연구는 유아교육과 보육에 관한 재정시스템의 연계 및 통합 방안을 모색하여 유아교육과 보육의 행정적 통합을 촉진하는 방안을 마련하는 데 목적을 두고, 유아교육과 보육의 통합에 필요한 선행 조건과 재정시스템의 연계 및 통합방안을 제시하였다. 유아교육과 보육의 통합에 필요한 선행 조건으로, 유치원운영위원회와 유치원회계 및 보육회계의 도입, 바우처제도의 실효성 확보, 유아교육․보육위원회와 보육정책위원회의 폐지 등을 제안하였다. 제1단계 재정시스템의 연계 방안으로, 보육지원비를 지방교부세에 통합한 후 사업을 지방사업으로 이양하는 방안을 제시했으며, 제2단계 재정시스템의 통합 방안으로, 만 3(4)～5세의 유아교육 대상과 보육 대상에 대한 지원은 지방교육재정교부금으로, 0～2(3)세의 보육 대상에 대한 지원은 지방교부세로 지원하는 방안과, 만 3(4)～5세의 유아교육 대상과 보육 대상에 대한 지원은 지방교육재정교부금으로 통합하되, 0～2(3)세의 보육 대상에 대한 지원은 국고보조금으로 존치하는 방안을 제시하였다.
