디지털 위험관리 활성화 방안

Abstract

본 연구에서는 계층분석방법(AHP)을 활용하여 디지털 위험관리 활성화 방안의 상대적 중요도 및 우선순위를 분석하고 정책적 시사점을 제시하였다. 선행연구 검토를 통해 디지털 위험관리 활성화를 위한 정책영역 및 세부 방안들을 선정하였다. 정책영역은 디지털 위험 사전예방, 사후관리, 인력･콘텐츠 개발, 민관협력, 제도 영역 등 총 5개 요인으로 구분하여 설정하고 각 영역별 세부 방안을 도출하였다. 디지털 위험관리 방안에 관한 종합적이고 균형적인 논의를 위해 실무 및 학계 전문가를 대상으로 설문조사를 실시하고 AHP 분석을 시도하였다. 디지털 위험관리 정책영역의 상대적 중요도 및 우선순위 분석결과, 학계 전문가의 경우 사전예방, 법･제도, 인력･콘텐츠 개발, 민관협력, 사후관리 순으로 나타난 반면, 실무 전문가는 법･제도, 인력･콘텐츠 개발, 사전예방, 민관협력, 사후관리 순으로 나타나 두 집단 간에 상당한 인식차이가 있음을 확인할 수 있었다. 각 정책영역별 세부 방안에서도 학계 및 실무 전문가 간의 상대적 중요도와 우선순위에 관한 인식 차이를 확인할 수 있었다. 이러한 분석결과를 토대로 본 연구에서는 디지털 위험관리 활성화를 위한 시사점에 대해 논의하고 있다.

This study analyzes the relative importance and priorities of digital risk management using hierarchical analysis process (AHP) and suggests the policy implications. Through the review of previous research, the policy areas and detailed plans are selected for activating digital risk management. The policy areas are consisted of the five factors -- digital risk prevention, post-management, human resources and contents development, public-private cooperation, and institutional area. In order to provide a comprehensive and balanced discussion on the digital risk management measures, this study conducts the survey and AHP analyses for academics and practitioners. The results of AHP analyses indicate that the academic experts show the relative importance order of prevention, law and system, human resources and contents development, public-private cooperation, and post-management. Otherwise, the practitioners indicate the order of law and system, human resources and contents development, prevention, public-private cooperation, and post-management. In detail in each policy area, this study confirms the significant difference in the relative importance and priorities between the two groups. Based on these findings, this study discusses the implications for activating the digital risk management.
