- Abstract
- 본 연구는 1930년대 제국의 영역을 표상한 일본해호수화론을 중심으로 조선 동해안 도시와 일본 서해안 도시에 근거한 지역성장연합이 추동한 스케일의 정치를 분석한다. 일본해호수화론은 근대 일본의 지역 불균등 발전에서 소외되었던 동해 연안의 우라니혼 지역이 항만 인프라 개발과 조선과 연결되는 정기노선 지정을 통하여 대륙과의 연결성을 높임으로써 지역발전을 도모하려는 목적이 담겨있다. 한편, 조선 동해안 도시에서도 지역성장을 목표로 일본해호수화론을 적극 전유하였고, 일본 서해안 도시들과의 협력을 모색했다. 결론적으로 일본 제국의 영역을 일본 본토의 군부, 관료, 정치인들에 의해서 고안된 심상지리로만 볼 수 없으며, 국가 보다 아래에 위치한 지역 및도시 스케일로부터의 상향적 움직임과 국가간 경계를 가로지르는 도시 기반 행위자들 간의 연대나 갈등 등이 빚어낸 다중스케일적 역동성의 산물임을 강조한다.
