Abstract
During the Goyreo dynasty period, the local supreme command posts, the yaesu-gwan/계수관 units functioned as representatives of their own designated areas, and also as the entity in charge of leading and controlling the Gun and Hyeon units under their authority. As representatives of designated areas, the Gyaesu-gwan units dispatched congratulatory envoys to the central on national holidays like the day of the Palgwan-hwae ceremony, took charge in important ceremonies such as the national memorial services, and greeted the occasional King's visit to the area or other foreign visitors. The Gyaesu-gwan units'official status did not change until the ending days of the Goryeo dynasty. Also, in the early days, the Gyaesu-gwan units were in charge of overseeing legal procedures inside the Gun and Hyeon units. But in the following days, the functions of the Anchal-sa emissaries were enlarged, and except from selecting tributary items and sending them to the capital, the Gyaesu-gwan units were no longer put in charge of eading and overseeing the Gun and Hyeon units inside their own designated areas. The basic components of the Goryeo dynasty's local ruling structure were the Juhyeon and Sokhyeon units, and in the end, the Byeongma-sa and Anchal-sa emissaries were more important in compensating for the unforeseen gaps in the system, than the Gyaesu-gwan units. During the Goryeo dynasty period, the Gyaesu-gwan units such as the Gyeong, Mok, Dohobu units were large local bodies inhabited by a large population, and they were equipped with a vast area of lands, and many officials and facilities as well. Therefore those units served as center stages in the local societies, in terms of local ruling, traffic, economic abilities, education and cultural activities. At the same time, the Gyaesu-gwan units were also Juhyeon units themselves with many Sokhyeon units under its own authority, so they had to play important roles inside the dynasty's local ruling system.
