- Abstract
- 본 연구는 아동학대 사망사건을 예방하고자 사망사건을 유형화하고 그특성을 분석하였다. 이를 위하여 국가아동학대정보시스템, 검찰 및 법원자료를 바탕으로 2018년 한 해 동안 아동학대 사망으로 신고 접수된 26개 사건(사망아동 28명)을 분석하였다. 그 결과, 가족 내/외에서 발생한 학대 사망사건은 크게 아동살해와 극단적 방임으로 인한 사망으로 분류하였으며, 아동살해 유형은 다시 치명적 신체학대, 자녀살해 후 자살, 신생아 살해, 정신질환 살해로 유형화하였다. 극단적 방임 사건은 기본욕구 박탈과 감독소홀로 분류되었다. 가장 높은 빈도를 나타낸 사망 유형은 치명적 신체학대로총 28명의 사망아동 중 11명이 해당되었으며, 아동 연령대는 대부분 0세-만1세 이하 영아였다. 부모 가해자들은 심각한 경제문제, 가정폭력 및 범죄경력, 불안정한 혼인상태, 정신병력 등 다수의 위험요인을 중첩적으로 가지고있었다. 또한 해외 선행연구와 비교했을 때 본 연구에서 방임으로 인한 사망비율(18%)이 매우 낮게 나타나, 방임 사망사건이 우리나라에서 정확하게집계되지 않고 있음을 추정할 수 있었다. 본 연구 결과에 기초하여 아동학대를 예방하기 위한 실천적 개입방법 및 정책적 제언을 논의하였다.
This study classified child deaths into types of abuse and neglect, and the characteristics of these fatalities were analyzed to understand the nature and factors of child abuse fatalities. For this purpose, 26 cases(28 children) of child abuse deaths reported during 2018 in South Korea were identified from the National Child Abuse Information System, and prosecution and court records were analyzed. The cases of familial and non-familial child abuse deaths were primarily classified as fatal assaults and fatal child neglect. Specifically, fatal assaults were classified as fatal child abuse, filicide followed by suicide, neonaticide, and psychiatric illness of the offender. The cases of neglect were classified as deprivation of basic needs, and supervisory neglect. Medical neglect was not found in these cases. Most cases were those of fatal child abuse (10 familial cases, 1 non-familial case) and the infant group was the most vulnerable to child abuse death among the child age groups. The perpetrators(parents) had several overlapping risk factors, including serious economic hardships, domestic violence and criminal records, unstable marital status and history of mental illness. In addition, compared to reports in the previous international studies, the rate of death caused by neglect (18%) in this study was very low. This finding suggests that child deaths due to neglect have not been accurately tallied in Korea. The results of this study, provide policy and practice implications for preventing and resolving child abuse and neglect.
