마카오 문화창의산업 정책 환경 요인 분석

Abstract

이 연구는 마카오 문화창의산업 정책의 특징을 정책환경 요인을 중심으로 살펴보았다. 정치적, 경제적, 사회문화적 요인을 거시적 차원의 환경 요인으로, 자원, 제도, 유관 정책을 미시적 차원의 요인으로 분류하여 살펴 본 바에 따르면, 마카오 문화창의산업 정책의 특징은 다음과 같이 나타난다. 첫째, 마카오 문화창의산업 정책은 중국 반환 이후 중국 중앙정부 정책의 직접적 영향력 아래 진행되고 있지만, 경제적인 차원에서는 일국양제 아래서 중국에의 의존도를 낮추는 방향으로 전개되고 있다. 둘째, 포르투갈의 오랜 식민 역사와 이로 인해 형성된 마카오만의 독특한 역사문화 배경을 루소폰 국가의 활용이라는 방식으로 문화창의산업정책 추진 전략에 적극적으로 반영하였다. 셋째, 미시적 차원에서는 문화창의산업 발전에 역사문화 및 관광자원을 적극적으로 활용하고 있으며, 이에 따라 문화창의산업과 문화관광이 긴밀하게 연계되고 있다. 넷째, 제도적 차원의 요인으로 문화산업기금과 문화기금간의 역할 구분이 문화창의산업 영역 구성에 영향을 미쳤다. 다섯째, 중앙정부의 문화산업진흥정책 및 마카오 발전 정책, 마카오 특별행정구에서 마련한 상위의 발전 계획 등 상위 및 유관 정책들이 마카오 문화창의산업 정책 수립 및 집행에 중요한 영향을 미쳤다. 마카오 문화창의산업을 정책환경요인을 중심으로 분석한 이 연구는 왜 마카오 문화창의산업이 다른 국가와 달리 다른 지향, 전략들을 채택하였으며, 나아가 그 구체적 내용으로 어떤 영역에 초점을 맞추고 어떤 방식과 수단을 가지고 정책을 추진하려고 하였는지에 대한 심층적 이해를 가능하게 하는 틀을 마련함으로써 문화산업정책 분석에 있어 국가간 특징의 비교를 가능하게 하는 기반을 제공하였다는 점에서 의미를 가진다.

This study attempts to analyse Macau cultural and creative industry policy focusing on the policy environment factors. For the purpose, it investigates political, economic and socio-cultural factors in the macro level and resources, institutions and ‘related-policies’ in the micro level around the policy. According to the result, the direction and strategy of the Macau cultural and creative industry policy is heavily influenced by the mainland China's policy. In addition, the socio-cultural environment of Macau that interrelated Portugese culture and Chinese culture enables Macau to use Lusophone countries as a platform for the development of the industry. The environmental factors in the micro level explain the reason why tourism is entangled with the industry, and production and distribution of the arts are not funded by the Culture Fund. The approach to cultural industry policy from the perspective of policy environment factors helps clarifying comparative characteristics of each country's cultural industry. This study provides a framework for analysis of cultural industry policy by examining Macau cultural and creative industry policy and contributes to the development of policy analysis in the area of culture industry.
