국가수준 학업성취도 평가 전수조사에 대한 교원의 정책 불응 연구

Abstract

본 연구는 국가수준 학업성취도 평가 전수조사 정책의 집행 과정에 초점을 두고 이 과정에서나타냈던 교원들의 행태 중 특히 불응유형을 고찰하고 그 원인을 밝히는 데 목적을 두었다. 본연구에서 교원의 행태에 초점을 둔 것은 국가수준 학업성취도 평가 전수조사의 경우 책무성 강화기제로 도입되었다는 점을 고려할 때, 교원은 정책집행자이기도 하고 정책 대상 집단이라는 이중적 특성을 가지고 있기 때문이다. 이상의 연구목적을 달성하기 위해 다음과 같은 연구문제를 설정하였다. 국가수준 학업성취도 평가 전수조사 정책집행 과정에서 교원들에서 나타나는 정책 불응이 어떠한 행태 유형으로 나타나고, 그 원인은 무엇인가?국가수준 학업성취도 평가 전수조사 정책 과정에서 나타난 교원의 정책 불응 행태와 원인을분석한 결과, 선행 연구에서 나타난 6가지 정책 불응 행태 중 정책 임의 변경과 정책 지연 행태보다는 정책 취소 및 정책 불집행, 고의적인 의사전달 조직 및 형식적 순응 등의 행태가 두드러지게 나타났다. 이러한 행태는 정책의 소망성 문제, 정책결정 및 집행기관에 대한 부정적인 인식,교원집단의 능력 부족 또는 능력 밖의 문제라는 인식 등이 원인으로 작용하였다.

The purpose of the study was to explore the behaviors and the bases of teachers'noncompliance with National Assessment of Educational Achievement(NAEA) Policy. Thewithdrawal of the policy on NAEA at the elementary schools in 2013 raised questions onpolicy implementation process of NAEA. The withdrawal was assumed the results of thenoncompliance that teachers have shown since the NAEA policy were implemented. Therefore, the research wondered what the teachers have done to show theirnoncompliance and what the sources of those resistances were. To answer the questions,documentations, newspapers, reports, and other documents were analyzed. The results showed that teachers planned field trips on the test day, did strikes,announced statement for abolition of the policy, managed irregular curriculum againstguidelines, and even fabricated test results. The bases of the behaviors were lack ofjustification on the policy, concerns on distorted educational activities at schools, teachers'heavy psychological burden on the results, and distrust on the governmental parties.
